Records the Option-B execution state: stage-1 relabel built and parity-proven against the house runtime (KV batched decode byte-exact; plain-decoder exports are batch=1-traced — extends WO51), corpus batch-occupancy math, the durability findings (jobs-token bucket API 401; rotating part files per the khm-labeler pattern), the ORT-GPU CUDA-12 pin, and the stage-2 fresh-student gate re-baselined to the shipped arms.
