fix: dead /docs/libraries links (case-preserved slugs) - #220

/docs/libraries 404s live — the Libraries doc generates at /docs/Libraries (loader preserves filename stems). Both hand-written hrefs updated; targets verified against production.

Summary
Found while verifying user-facing routes against production: the docs loader generates case-preserved slugs from adoc filename stems (/docs/How_we_measure), but two hand-written links pointed at /docs/libraries — 404 in production. Both fixed and the targets verified live.
