docs(bsi): crosslink Table VIII note to the encoded t8 system - #252

…ded t8 system The note recorded the Sino-Korean layer as an open owner decision; that decision is exercised and the layer ships as bsi-kor-Kore-Latn-6505-1982-t8 (PR #251). Notes-only change; the map parses and loads unchanged.
…ropped sentences The previous notes edit truncated the note's closing quote and swallowed the /r/-/l/ guidance sentences; the TS parser then read the tests block as notes. Note restored in full, crosslink kept.
