fix(un-ben): conjunct rows lead the stage; sign expansions per table II - #254

Stage order decomposed conjunct clusters the table romanizes as units: the RULES section's hasant machinery consumed ত+্ before the CHARACTERS block's explicit ত্য->tya row could fire, yielding tj̱a (and alalc-ben's chain test inherited the wrong value). The source's 295 conjunct ligature rows now lead the stage in a dedicated CONJUNCTS block, mechanically expanded with the dependent vowel signs per table II's own principle - a cluster's intrinsic a elides before a sign (ত্য -> tya, ত্যা -> tyā, প্রাণে -> prāṇe). 4397 pair rows total. Verified: un-ben 11/11 and alalc-ben 3/3 embedded tests through the Ruby interpreter AND the rust runtime; full-corpus rust sweep 10994/30 -> 10994/29 with alalc-ben leaving the known-failures set and no other map changing.

The stage's RULES section (hasant machinery) ran before the explicit conjunct ligature rows, decomposing clusters the source table romanizes as units — the visible symptom was ত্য -> tj̱a instead of tya, which alalc-ben's chain test inherited. The conjunct rows now lead the stage, expanded with the dependent vowel signs (4102 pair rows + 295 plain rows) so the intrinsic-a elision is mechanical on both sides. No other map regressed (full-corpus sweep identical except alalc-ben improving).
