…ditioning) Normative draft 1.0 of the WO16 workflow extension: named rulesets (W1), use-with-override (W2, child-wins on exact from-equality within one longest-match pass), and language conditioning (W3, map-declared languages, caller-selected, guard-applicable rules precedence over unguarded same-from rules, inert otherwise). Additive-only: the golden-capture zero-delta harness (§7) gates every runtime landing. Conformance requirements in section 6.

WO16 step 1: the normative spec for the ISC workflow-extension layer, per the owner's goal. Defines the three additive constructs with implementable semantics (expansion order, merge rules, guard precedence), the grammar additions, the additivity harness, and the conformance requirements. Rebase-merging per the goal; runtime implementation proceeds.
