Add hardware_daily_builds and hardware_daily_tests keyed by checkout day, origin, lab, and platform. Depends on the labs migration already on main, so no merge migration is required. Signed-off-by: Alan Peixinho <[email protected]>

Adds
hardware_daily_buildsandhardware_daily_tests. Nothing reads them yet.#2037 rebuilds and prunes these tables. Merge this first.
This and #2179 are both numbered 0021 and both depend on 0020. After one merges, renumber the other.
