Pull-labs jobs now wait for pickup in a dedicated 'prepared' state instead of overloading 'available', which meant results could be submitted before a job had run. Link: kernelci#3124

availablefor both "awaiting pickup" and "result ready", so the results pipeline can submit a job that has not run yet (its result reaches KCIDB asstatus: NULL).Add a dedicated
preparedstate:StateValues.PREPAREDrunning -> preparedandprepared -> running/prepared -> donePull-lab workers poll for jobs in
