🐛 (patch) Fix test_package on Conan 2.33 and build packages with LLVM 23 - #18

Conan 2.33 rejects a pathlib.Path as the command for self.run(), so the test_package step failed. Convert the path with str(). With that fixed, test_package runs, and it hung on the macOS 26 runner: it is built with ASan, and LLVM 20's ASan runtime deadlocks during initialization on macOS 26+. Build the CI and release packages with LLVM 23 (hal/tc/llvm-23, which needs Conan 2.33.0), whose ASan works there, the same as libhal v5.

Once the test step stopped failing early,
test_packageactually ran, and it hung on themacos-26runner. It's built with ASan, and LLVM 20's ASan runtime deadlocks during initialization on macOS 26+. LLVM 23's ASan works there, so ASan stays on intest_package.Testing
