fix(simcp): health check with python, the image has no wget - #338

The check ran `wget`, which the image doesn't ship, so the container was unhealthy from the first probe on. The volume-backup stack's unhealthy-restart watcher then kept restarting it, which dropped every connected MCP client. Co-authored-by: Claude <[email protected]>
