Retry transient dods server errors per file in _concat_datasets - #210

Conversation
The dods server intermittently returns 502 Bad Gateway (surfacing as OSError Errno -70 "DAP server error" or -68 "I/O failure"), on a different file each run. Because xr.open_dataset is lazy, the failure happened inside xr.concat, which killed the whole 156-file job. Open and fully load each file inside _open_dataset_with_retry, with up to OPEN_ATTEMPTS (5) tries and a growing RETRY_DELAY_SECS backoff, so a failure retries only that file and xr.concat makes no network reads. A file that still fails after all attempts is skipped with a warning, as before. Co-Authored-By: Claude Sonnet 5.5 <[email protected]>
