✨ Description of new changes

Switch semantic PR title validation from pull_request_target to pull_request and remove write permissions. Invalid titles now fail the check with format guidance and examples rather than posting comments or managing labels. This preserves title enforcement while avoiding a privileged workflow trigger.

Validation: YAML parsing and git diff --check passed. No tests were run (workflow-only change).

Replace pull_request_target and write permissions with pull_request and no permissions. Report invalid titles through the failed check instead of posting comments or labels.
