This PR updates the "Community Donations" paragraph of the README to point people to the OpenJS Foundation instead of the Build WG.
The Build WG only manages operations and is no longer in a position to accept offers of hardware or services without them going through the Foundation. The README currently says the opposite, so this replaces the Slack / Rod Vagg contact with a link to the OpenJS Foundation Project Infrastructure Services docs.
