nodejs/build#4514 has updated Windows to Python 3.14 in the Jenkins test environment, and tests are now succeeding. This PR will be held back until also the Jenkins release environment is updated, and nodejs/build#4514 is closed. |

Situation
Python 3.10 transitioned to end-of-life on 2026-10-01 and is now listed in the Python Unsupported versions section.
PEP 619 > Lifespan explains:
Node.js defines which versions of Python are supported in the configure and android-configure scripts. Due to the transition of Python 3.10 to end-of-life status, it needs to be removed from the list of versions supported by Node.js in future releases.
Current release lines should however retain the ability to build with Python 3.10 due to the policy of build environment continuity.

to indicate it should not be backported.
