The runtime supports Linux ARM64, but CI does not build or test it.

Upstream PR: HaxeFoundation/hxcpp#1399. Port it to platforms.yml on ubuntu-24.04-arm in the nightly path (Haxe 4.3.7 has no Linux ARM build), and skip gcc-multilib on arm hosts with runner.arch == 'X64'.
