Details

list_estimation_procedures() now returns procedure metadata keyed by ID by default, with an optional DataFrame output.

Tests cover both output formats. I also loaded a public task, built a scikit-learn flow, and created an unpublished run object against the production API.

these failing jobs appear to be live-service failures (result limits and malformed API/data responses) rather than related to this change.
The new tests pass, and the task/flow/run smoke checks completed successfully.

I have looked at your code and the current implementation of openml-python respository, and there is a class called OpenMLEstimationProcedure which would be better suited. Additionally, there should be a grace period between changes where a warning would let users know that the current implementation will be either deprecated or altered in the future.
The implementation is great, however I still haven't fully vetted the testing, thank you for the good work!

I’ve updated the PR based on your feedback. The current list-of-names output is kept for compatibility and now raises a warning about the future change. output_format="object" returns ID-keyed OpenMLEstimationProcedure objects, and the DataFrame option is still available. I also updated the tests.
