Moves the reference app to router 0.13.0

The reference app moves to statifier_router 0.13.0, the published release after 0.12.0, and its lock takes statifier_persistence 0.24.2, a documentation release, with it.

What changes

• mix.exs: the router requirement moves from ~> 0.12.0 to ~> 0.13.0, with a dated comment saying why nothing here needs more than 0.12.0. The persistence requirement stays ~> 0.24, with a dated comment for the lock's move.
• mix.lock: the statifier_router line moves to 0.13.0 and the statifier_persistence line to 0.24.2, and no other line moves. statifier was already locked at 2.13.0.
• docs/guides/basichttp-front.md: the rotation sentence names StatifierRouter.BasicHTTP.rotate_location/3 with session: for a host that holds the execution's live session. It says the hold is a durable execution with no session to name, so a host rotating its location calls rotate_location/2, and the _ioprocessors entry the execution stored at its start keeps the old location until the host refreshes it. Its floor sentence says rotate_location/3 is 0.13.0's and this app does not call it.
• The pin tables of the BasicHTTP front guide and the three first-workflow guides name 0.13.0 and 0.24.2. The first-workflow and routed guides each gain a dated move paragraph saying the move needed nothing in the recipe. The migration guide's lock sentence names 0.24.2.

Not moved: the upgrade host's exact pins in upgrade_host/mix.exs and the statifier_blocks requirement (~> 0.43.0).

• test/statifier_examples/mix_deps_test.exs: the router test asserts ~> 0.13.0 and a "0.13. lock line, with a dated sabotage note.
• test/statifier_examples/routed_workflow_test.exs and test/statifier_examples/form_post/form_post_test.exs: the first line each recipe prints names the router version it loaded, now 0.13..
• docs/guides/first-workflow.md, first-workflow-routed.md, first-workflow-form-post.md and basichttp-front.md: the pin tables and floor sentences; docs/guides/migrating-waiting-executions.md: its lock sentence.

What 0.13.0 changes and why this app needs nothing for it: it adds rotate_location/3, which nothing here calls; its one fix keeps a route's mark after a nested StatifierRouter.Delivery.deliver_event/4, and no route here makes one (the hold desk calls deliver_event/4 from its desk-post Oban job); its two Changed entries name run_in_scope answers that shipped in 0.11.0, and the desk-post job passes run_in_scope: true. statifier_persistence 0.24.2 changes documentation only.

Verification

• mix quality (the full gate) green on the committed tree, rebased onto the upgrade host change now on main, which touches only upgrade_host/.
• The router test's sabotage: the lock assertion pointed back at "0.12. with mix.lock left alone went red on the resolved 0.13.0 entry; restored byte-equal from a copy.
