Motivation
Continue the unified configuration RFC by adding internal support for Doc configuration layers.
Changes
Resolve Doc definitions in layer order and use Rspress's
mergeDocConfigfor multiple definitions. Objects merge recursively, arrays append, and later function values replace earlier ones;builderConfigfollows these same rules.Load the helper only when merging is needed and return a single config unchanged. Preserve user watch files when appending configuration dependencies. Shared-layer registration will follow separately.
