Remove the submodule bump workflows, replaced by session-ops - #2022

session-ops opens the same update-dynamic-assets and update-localization pull requests right after publishing to each submodule's repo (session-foundation/session-shared-scripts#68), rather than on a separate daily schedule.

Merge only after session-foundation/session-shared-scripts#68 is deployed on the ops host.
session-ops now opens these pull requests right after publishing to each submodule's repo, on the same branches (
update-dynamic-assets,update-localization), so the bump never lags the publish by a separate daily schedule.Removed:
