attestgate: a step that attests what it uploads does so under its own if - #30

spin-ami's ci.yml saves prebuilts with one task step, under if: push, that attests and uploads. Its condition is the upload's too: when it does not run nothing leaves. It is attested for itself only - a later step, which may run when it did not, is not - and continue-on-error is still refused. Co-Authored-By: Claude Opus 5.5 (1M context) <[email protected]>
