Replace the L1-L4 ladder with HR's company-wide IC1-IC6 and management levels, and update the working page's hiring locations and visa wording. Merge the two levels pages into /hiring/levels and redirect /hiring/company-levels to it. Salary ranges are left out until HR confirms they can be published. Part of superfly/docs-tracking#360
