ci: run the CUDA 13 and candidate image builds when saved bundle locks change - #857
#824 bumped the root uv.lock and had a green CI / Required on its pull request. The push run on main after the merge (51af6a4) failed in CI / Bundle resolution, CI / Python (test_repository_locks_bind_current_public_inputs), CI / CPU containers and CI / Required, all with bundle lock inputs changed; recompile and review the complete closure. Later pull requests failed the same way, including the CUDA 13 image workflows (#854), until #855 recompiled the saved locks.
Cause
No path rule in ci.yml skipped those jobs. Every pull request runs all CI / Required jobs, and the #824 run did execute Bundle resolution, Python and CPU containers. That run started at 2026-10-19 20:42 UTC on a merge with base e920e64. The saved bundle locks, and the check that binds them to the root uv.lock, arrived with #802 at 21:14 UTC. #824 merged seven days later on the earlier result. Required checks on main are not re-run against the latest base before a merge, so the first run that combined the bumped root lock with the saved locks was the push run on main.
The path filters hid the same failure in a second place. cuda13-sglang-cu130.yml and cuda13-tensorrt-llm.yml build Dockerfile.cuda13, which copies uv.lock, packages/sie_server/bundle-locks and tools/ci/bundle_lock.py and runs sie_server.bundle_lock check against them. Neither filter listed those three inputs. release-candidate.yml lists uv.lock but not the saved locks, so #855, which changed only the saved locks, built none of the GPU images.
Fix
Add uv.lock, packages/sie_server/bundle-locks/** and tools/ci/bundle_lock.py to the filters of both CUDA 13 workflows.
Add packages/sie_server/bundle-locks/** to the release candidate filter.
ci.yml is unchanged because it already runs every job on every pull request.
Tests
test_cuda13_caller_paths_cover_every_image_build_input reads the repository sources from the COPY instructions of Dockerfile.cuda13 and asserts that every file under them matches both callers' filters. A new copied input now fails the Policy job until the filters cover it.
test_root_lock_only_change_runs_bundle_resolution_and_the_binding_test covers a root uv.lock-only change: the pull_request trigger of ci.yml is unfiltered, Bundle resolution runs tools/ci/bundle_lock.py check, the Python tooling step does not skip test_bundle_lock.py, and both CUDA 13 workflows match uv.lock.
The release candidate test now also checks a saved lock file and uv.lock.
Local runs: Policy tests (136 passed), the tools/ci/tests step of the Python job (664 passed), check_public_tree.py, actionlint, and ruff format and check on tools/ci. With the old filters the new tests fail on uv.lock and the saved lock file.
Not covered
A pull request can still merge on a green result that predates a later change to main. Requiring branches to be up to date before merging, or a merge queue, would close that gap. Both are repository settings and are outside this change.
CUDA 13 image compatibility checks and release-candidate workflows now run when relevant bundle-lock files change. CUDA 13 checks also run when the shared dependency lock or bundle-lock tooling changes.
Tests
Added checks to verify these file changes are covered by the appropriate CI workflows and trigger bundle resolution.
…s change
The CUDA 13 compatibility workflows copy uv.lock, the saved bundle locks
and tools/ci/bundle_lock.py into the image and bind the locks to them,
but their path filters listed none of the three. A change to only those
inputs skipped the image build, and the next unrelated server PR met the
failure instead. The release candidate image matrix likewise skipped a
change to only the saved bundle locks.
Add the missing inputs to the filters. A test now derives the inputs
from the COPY instructions of Dockerfile.cuda13, so a new copied input
fails the policy job until the filters cover it.
Refs #854
CUDA 13 and release-candidate workflows now trigger for changes to bundle-lock inputs. CI tests check that the workflow path filters cover Dockerfile inputs and the added bundle-lock paths.
The CUDA 13 workflows add tools/ci/bundle_lock.py, uv.lock, and packages/sie_server/bundle-locks/** to their pull-request path filters. The release-candidate workflow adds the bundle-lock directory.
Tests check CUDA workflow path coverage for local Dockerfile COPY inputs and verify that bundle-lock and uv.lock changes match configured pull-request paths.

Include all release-image source trees in the filter.
A change under any of these copied trees can match no pull_request.paths entry, so release-candidate.yml can skip the server image matrix and leave the release image unbuilt from the changed source. Add the four source-tree patterns to this shared filter.

@coderabbitai Thanks. Not taking the outside-diff suggestion to add packages/sie_sdk/src/**, packages/sie_server/src/**, packages/sie_gateway/** and packages/sie_server_sidecar/** to release-candidate.yml.
That filter has never covered general source trees. Since #342 it selects release-rehearsal inputs: build definitions, manifests, locks and a few engine-specific trees (#748 added the SGLang adapters and models). Source changes are already built on every pull request by CI / CPU containers, and the CUDA 13 workflows cover their own source trees. Adding those trees would run the full image matrix, including the Rust worker image, on most server pull requests. This PR only adds the saved bundle locks, which change the installed inventory of every server image but were matched by no filter.
@krisztian-gajdar Agreed. I withdraw the suggestion to add those general source trees to .github/workflows/release-candidate.yml.
I checked the workflows. CI / CPU containers has no path filter, and both CUDA 13 workflows already cover the source trees you listed. The release-candidate filter selects release-rehearsal inputs and specific engine paths; it does not need to duplicate that source coverage.
Adding packages/sie_server/bundle-locks/** addresses the missing trigger without expanding the workflow’s scope.
