What changes

• Nothing is written across the keyboard. Remove the status line from the scanning panels #1210 removed the status line along the top of every panel, but the keyboard still wrote a note across its suggestion row whenever that row was empty: "Prediction loading", "No suggestions", "Type for suggestions", "Suggestions resume next word" and so on. That note is gone. The row keeps its reserved slots and stays blank until suggestions arrive, so the panel never changes size and the scan still skips the empty row.
• Retry still works. If prediction fails, the Retry predictions key appears as before. Floating messages beside the panel (paused, waiting, failed action, stop instructions) are unchanged.
• Dead code removed. The Status tile role, the panel row_label, the keyboard's note builder, and the held and tracking flags that only fed the note.
• Settings note under Word prediction and the docs site word prediction page say the row stays blank.

Validation

• npm run prediction-model, npm run lint, npm test (310 vitest + 19 node), npm run build: pass.
• cargo fmt --check, cargo clippy --all-targets -D warnings, cargo test (839 passed): pass.
• site builds.
• export_panel_size_fixtures on Windows: keyboard shows menu bar, a blank suggestion row, then the keys.
