fix: add CRAN BugReports field and pin engine EUPL token fix - #16

CRAN submission prep for rtauargus.native. - Add a BugReports: URL to the DESCRIPTION. CRAN requires it for new submissions; R CMD check does not enforce it, so it was silently missing. The line passes through the staging DESCRIPTION rewrite (the awk only rewrites License: and drops the tauargusengine import), so it lands in the shipped tarball. - Bump the tauargus-engine pin to a0c7847, which emits the CRAN-accepted bare EUPL license token in the staged DESCRIPTION (was EUPL-1.2). See tauargus-engine PR InseeFrLab#36. Together these fix the two CRAN-metadata gaps found while mapping the CRAN path. The rest of the package already passes R CMD check --as-cran clean (0 errors, 0 warnings; the one NOTE is the CI-only missing-HTML-tidy, which CRAN does not show). Depends on tauargus-engine PR InseeFrLab#36 merging first (the pin targets that commit).

Add install.packages("rtauargus.native") as the primary install path and
restructure the existing GitHub Releases instructions as the alternative
for the latest version. Regenerates README.md from README.Rmd.
