fix: correct the maintainer name - #17

The DESCRIPTION author and the upstream-version test now carry the full name Trygve Tatsuya Falch. The engine pin advances to 60fe19a, which makes the same correction in the binding metadata, the staged COPYRIGHTS and the staging test fixture.

Corrects the maintainer name to Trygve Tatsuya Falch in the front-end DESCRIPTION and the upstream-version test, and bumps the engine pin to 60fe19a (engine PR InseeFrLab#37), which carries the same correction in the staged COPYRIGHTS. The INSEE author list and component credits are unchanged.
