docs: fix the INSEE site URL in the package doc - #18

The roxygen-generated useful-links block carried the pre-redirect form of the INSEE documentation site; the trailing-slash form is the canonical one (the other link in the same block already uses it). Removes the 301 NOTE from the CRAN incoming URL check.

Adds the trailing slash to the INSEE documentation URL in the package doc's useful-links block. The 301-redirect form is flagged by the CRAN incoming URL check as a possibly invalid URL; the canonical form is already used by the adjacent link. One-character change in a committed roxygen-generated file, matching what regeneration from the corrected source would produce.
