Give bare nofetch normrefs entries trailing text - #25

Conversation
An entry ending at its anchor renders a [NO INFORMATION AVAILABLE] citation chip after the display text. The six parts whose normative references end bare at their CalConnect anchors now carry the cited part's title, and the register validator reports bare anchors so the chip cannot ship again.

Summary
Validation sweep found the deployed 36812-36819 pages rendering a
[NO INFORMATION AVAILABLE]citation chip after every normative reference whose entry ends bare at its[[[id,nofetch(display)]]]anchor. Six parts' entries now carry the cited part's title as trailing text (36814, 36815, 36816, 36817, 36818, 36819), andvalidate-register.rbreports bare anchors so the chip class cannot ship again. The plurimath/docs validator gets the same check.Verified locally:
metanorma compileof 36816 — zero chips, entries render as citation links.Test plan
