Lint and build tools (
golangci-lint,goreleaser, etc.) are not managed/versionized well.This PR change to use tool directive for managing them (in short, they are managed by
go.{mod,sum}and can be invoked bygo tool ...).GoReleaser v2.19
Update GoReleaser to v2.19 and use new Homebrew cask hooks to close #149.
