Align runtime requirements and CI with native TypeScript config loading. Pass browser settings through Vitest env and honor local fail-on-diff when a build ID is present, with real browser coverage for Vitest 4 and 5.

Why
Cosmiconfig 10 moves TypeScript configs to Node's native type stripping, and Vitest 5 breaks the browser settings passed through our old Vite globals. Screenshot requests could end up at the Vitest server with a quoted URL instead of reaching Vizzly.
Approach
Require Node 22.18+ within Node 22, or Node 24+, across the CLI, JavaScript SDKs, and CI. Document which TypeScript config syntax still works and how to replace enums, runtime namespaces, parameter properties, and path aliases. Remove the static-site client's unused Cosmiconfig dependency.
Pass screenshot settings through Vitest's browser environment, keeping the existing matcher API and Vitest 4 support. Use the server's TDD response to honor fail-on-diff during local runs that also have a build ID. CI now exercises both Vitest 4 and 5 on the supported Node versions.
Evidence
The full CLI suite passes with 1,983 tests and six skips on Node 22.18. Static-site's 204 tests, builds, published type checks, lint, and formatting also pass. Real Chromium tests cover disabled captures, local comparisons with and without build IDs, and cloud uploads against an external API fixture on Vitest 4 and 5. The existing CLI-driven browser workflow passes all five tests and processes six captures. Config tests verify native TypeScript helper imports and a clear rejection of unsupported enum syntax.
