Editorial: sync explainers with spec (ToolAnnotations link, toolcancel event) - #350

The #dom-modelcontexttoolannotations anchor no longer exists in the published spec; the dictionary is ToolAnnotations (#dictdef-toolannotations).
The spec defines the event as toolcancel (ModelContext/ontoolcancel), not toolcanceled, and since webmachinelearning#245 both events fire at ModelContext, not Window.

Two small editorial fixes that bring the explainers in line with the current spec. No normative changes.

#dom-modelcontexttoolannotations, which no longer exists in the published spec. It now points to theToolAnnotationsdictionary (#dictdef-toolannotations).declarative-api-explainer.md
toolcancelin the spec (ModelContext/ontoolcancel) and in Chromium, but the explainer called ittoolcanceled.Window. Since Add ToolActivatedEvent and ToolCancelEvent interfaces聽#245, both events fire atModelContext.I found these while checking every deep link from the explainers against the published spec. All other links resolve.
