Removes the five .distignore files, one per plugin. No workflow, script, or config reads them. Plugin zips are built with composer archive (in release-plugin.yml, the PR artifact action, and Plugin Check), which uses each plugin's archive.exclude list instead. Every one of those lists already excludes dotfiles with /.*.

The export-ignore entries for .distignore in the debug-extensions and webhooks .gitattributes are removed too.

The zips don't change: .distignore was never in them, and nothing reads it.
