Release gate: skip cross-compiler execution specs (SKIP_JS/SKIP_PYTHON) - #813

The JS/Python compiler execution specs read the monorepo's sibling js/test-compiler assets, which a standalone checkout does not have; that coverage stays on rake.yml's push matrix. All 212 release-run failures were those two compiler families.

One-line follow-up to #812: the release gate's spec run excluded nothing, so the JS/Python compiler execution specs failed (they read the monorepo sibling js/test-compiler/xregexp.js -- 212 failures, all in those two families, zero elsewhere).
Sets SKIP_JS/SKIP_PYTHON for the release test step -- the existing spec_helper convention (spec_helper.rb:11,50). Cross-compiler execution coverage remains owned by rake.yml's monorepo matrix on every push.
