Closes the last held BSI item. Table VIII (the guide's Sino-Korean layer, MR-style values + assimilation grid) was recorded as an owner decision in PR #227's notes; this encodes it as the second system. Visual transcription at 8-10x per the read-scans-visually directive; every source rule either encoded or quoted in notes; syllables outside Table VIII (tense initials, cluster finals) pass through, per the source's own coverage statement. 14 embedded tests green in the Ruby interpreter.

… its own system

The deep pass of PD 6505 (PR #227) recorded Table VIII (source p26) as
a Sino-Korean-specific layer awaiting an owner decision on a separate
system id; this is that system (bsi-kor-Kore-Latn-6505-1982-t8).
Transcribed visually from the scan at 8-10x per the standing
read-scans-visually directive: 21 vowels (McCune-Reischauer-style
o-breve series and u-macron for ㅡ), 15 initials (silent initial ㅇ,
ㅆ ss-), the syllable-final assimilation grid encoded as pair rules
across the document's own syllable hyphens, and the source's rules
(ni-/ny- epenthesis, -lt-/-ld-, r- foreign) recorded in notes.
Generated by tools/gen-pd6505-t8.py (2520 syllable decomposition subs
via the Unicode conjoining-jamo identity, so syllable position is
encoded by construction and no context constraints are needed).
14 embedded tests pass through the Ruby interpreter.

…ded t8 system

The note recorded the Sino-Korean layer as an open owner decision;
that decision is exercised and the layer ships as
bsi-kor-Kore-Latn-6505-1982-t8 (PR #251). Notes-only change; the map
parses and loads unchanged.
