[4/17] Private ordered DLA scaffold and node ordering - #2956
Add the private ordered DLA pipeline scaffold, FP32 Cast target conversion, and priority topological node ordering. The orchestrator invokes each registered stage in order, refreshes shapes at explicit boundaries, removes unused initializers, orders nodes, and checks the resulting model.
Cast conversion uses the model's actual ONNX opsets and schemas to connect shared input/output type variables. Cast operands can convert together when their connected types permit FP32; fixed operands, integer/boolean controls, opaque operations, lexical captures, and independent inferred output types preserve their required precision. Intermediate and graph-output descriptors are updated together. Schema lookups are cached per operation/domain, and metadata uses name lookups rather than repeated scans. No tensor payloads are copied by this analysis.
Legacy Mod schemas before version 28 require integer operands when fmod is omitted or zero, even though the schema's type list includes FP32. The Cast stage now preserves those connected integer groups; fmod=1 can still promote compatible floating Casts. This follows the versioned ONNX Mod specification.
The scaffold rejects explicitly requested QDQ options before execution while the QDQ stage is unavailable, preserving the existing mutually exclusive option error. Consecutive duplicate inference was removed from this slice; later slices retain inference boundaries separated by their graph rewrites. All introduced functions, including nested helpers and tests, have docstrings.
Part 4/17. Depends on PR3 #2955. Review against that branch and merge the stack from the bottom upward. This remains a draft; public integration follows in part 16.
This slice exposes an internal scaffold. Additional operation and rank transformations follow in the subsequent parts.
Merged the duplicate integer-Cast tests into parametrized cases, added Gather to the existing executable index-Cast coverage, removed the redundant structural-only Gather case and stale section numbering, and renamed the pipeline test to test_make_dla_compatible.py. All 33 focused Cast/pipeline tests pass.
Cast promotion now protects SequenceInsert operands because its inserted tensor and sequence elements are coupled across separate schema variables. Integer and FP16 sequence regressions fail before the fix and now preserve the complete original model, with full checker and exact CPU outputs. All 31 focused Cast cases pass.
Testing
Windows CPU: 2049 passed in 360.69 seconds across the complete restacked graph-surgery and compatibility suite with Python 3.11.18, ONNX 1.23.2 and ONNX Runtime 1.22.0. The public DLA API uses direct ONNX saving; existing initializer conversion and unrelated surgeries are preserved. Commits are signed and all commit hooks pass with the equivalent Linux mypy platform setting. GPU execution, DLA compilation and the complete Linux suite were not run locally.

Walkthrough
This change adds ONNX Cast-to-FLOAT conversion, priority-based node ordering, and a DLA compatibility pipeline. The pipeline runs configured transforms, infers shapes, reorders nodes, checks the model, and rejects unsupported QDQ options.
The transform selects eligible Cast outputs based on connected operator type constraints. It changes eligible targets to FLOAT and updates matching value information. Tests cover eligible conversions, protected cases, and output comparisons.
The ordering function builds producer-consumer dependencies and prioritizes selected nodes while preserving graph dependencies. Tests cover ordering and cycle errors.
DLA transform orchestration modelopt/onnx/graph_surgery/make_dla_compatible.py, tests/unit/onnx/graph_surgery/dla_transforms/test_make_dla_compatible.py
The pipeline runs Cast conversion, shape inference, and unused-initializer removal, then reorders and checks the model. It rejects unsupported QDQ options. Tests cover option errors and pipeline execution.
No actionable merge-blocking risk remains in the reviewed change after normal checks.

The Cast stage runs once, but each converted Cast scans the full graph.value_info list. For large graphs with many converted Cast nodes, this can perform O(Cast count × value_info count) comparisons. Build the lookup once. Preserve the current first-match behavior for duplicate names.

Each ORT inference call already iterates until shape inference completes. ORT seeds inference from graph inputs and initializers, not the value_info and output metadata copied by the first call. With no transform between these entries, the second call repeats the same costly pass.

Add coverage for the remaining protected-consumer branches.
The tests cover only Gather, GatherElements, and GroupQueryAttention. The protected branches for Reshape, Expand, Tile, TopK, Slice, Not, And, Or, Xor, and Where remain untested. The mixed test uses Reshapeinput[0], which is an eligible path.
Add one fast parameterized test that places each Cast output in the protected input position and checks only the Cast to attribute.

Merge near-duplicate Cast tests into parametrized tests.
test_cast_int64_redirected_to_float and test_cast_int32_redirected_to_float differ only in the Cast target dtype and shape. Combine them into one @pytest.mark.parametrize test.
test_cast_to_gather_indices_skipped (Gather) covers the same behavior as test_cast_to_gather_indices_remain_executable (GatherElements, GatherND): an index Cast keeps its integer dtype. Add Gather to that parametrized test. Then remove the separate Gather test. test_mixed_graph_eligible_converted_protected_skipped already covers Gather as well.
The module docstring and the numbered section comments are stale after these additions. Update them.
As per path instructions, flag "Redundant lower-level tests that duplicate behavior already covered by a higher-level test". As per coding guidelines, "Default to one test per behavior: use @pytest.mark.parametrize instead of near-duplicate test functions".

What does this PR do?
Type of change: new feature
Add the private ordered DLA pipeline scaffold, FP32 Cast target conversion, and priority topological node ordering. The orchestrator invokes each registered stage in order, refreshes shapes at explicit boundaries, removes unused initializers, orders nodes, and checks the resulting model.
Cast conversion uses the model's actual ONNX opsets and schemas to connect shared input/output type variables. Cast operands can convert together when their connected types permit FP32; fixed operands, integer/boolean controls, opaque operations, lexical captures, and independent inferred output types preserve their required precision. Intermediate and graph-output descriptors are updated together. Schema lookups are cached per operation/domain, and metadata uses name lookups rather than repeated scans. No tensor payloads are copied by this analysis.
Legacy
Modschemas before version 28 require integer operands whenfmodis omitted or zero, even though the schema's type list includes FP32. The Cast stage now preserves those connected integer groups;fmod=1can still promote compatible floating Casts.
Usage
