Add the standalone operation rank-conversion implementation. Part 13/17 depends on part 12; merge the series from the bottom upward. This internal pass wraps eligible operations with four-dimensional views and restores their native outputs. It remains separate from the ordered DLA sequence. The self-contained operation module retains the agreed original series structure.
Validate unsupported five-dimensional Transpose and unresolved Reshape controls before mutation. Leading-singleton five-dimensional Reshape targets restore their original public and downstream ranks. Runtime structural controls and legacy operator schemas remain native when compatible adapters cannot be constructed.
Gather proves its native output can be restored before flattening indices, including empty index vectors. Unsupported trailing singleton, rank-four mismatch and rank-five output layouts remain native. It preserves public, shared and captured Cast owners, with private casts where needed. Fixed indices use one cached private INT32 initializer without changing their original owners; modern initializer defaults remain runtime inputs. GatherElements derives missing adapter ranks from its schema, and fixed Expand stays native when neither its input nor output rank is known. Fixed DequantizeLinear data uses metadata-only rank promotion and restores native output ranks, including scalar values and Conv bias. Blocked quantization and unsupported scale layouts stay native. LayerNormalization restores all present outputs, including optional statistics.
Generic elementwise output restoration derives the broadcast shape from every operand, including fixed branches and Where conditions, when intermediate metadata is absent.
All generated values, controls and nodes use the existing shared name allocator. Public Squeeze splitting preserves partial/symbolic metadata and operator attributes. Opaque model-local functions, runtime defaults and captured fixed values retain their original owners. Constant payloads and external initializer metadata are preserved without decoding or copying the weight data.
Axis-operator promotion excludes structural ports before choosing a rank and requires known shapes for every data operand before changing attributes, inputs or initializers. Operators with missing data-rank metadata remain native.
GatherElements uses the existing Cast/Unsqueeze view path for fixed indices as well as runtime inputs. The original TensorProto retains its storage, metadata and payload, and unloaded relative sidecars are never decoded by this conversion.
Unloaded external Gather indices use runtime Cast/shape views without decoding sidecars. Reshape, Slice, Reduce, Expand and Tile stay native when their controls require an unloaded external payload; relative location metadata remains owned by the caller.
Equivalent Flatten and Reshape runtime tests are parametrized. All six Flatten layouts retain explicit output-shape, adapter-chain and numerical assertions; both Reshape layouts retain runtime parity checks.
This is an internal standalone compatibility pass; the public DLA entry point follows in part 16.
Standalone initializer expansion refreshes its existing shape annotation through the graph cache in all three handlers: axis operations, generic operations and fixed dequantization. The lookup avoids scanning value-info entries for each initializer. Three execution regressions fail before the fix; nine shared-owner and legacy-declaration controls retain their native layouts. Softmax, Add with a runtime operand and DequantizeLinear pass full graph checking and CPU output comparison. Fourteen focused metadata and runtime/capture ownership cases pass.
Axis and generic handlers reuse GraphCache.get_init for original initializer names. Scalar initializers retain their existing treatment. Generated initializer names and the mutable Gather producer scan keep their existing lookup behavior. All 141 standalone conversion tests pass. With 512 private initializer consumers, 4,096 unrelated initializers and a retained 64 MiB payload, one Windows CPU sample decreased from 0.161784 seconds to 0.034193 seconds (4.73 times faster). The complete output graph hash, checked values and payload bytes/identity are identical.
The remaining fixed-control handlers now use GraphCache initializer lookups. Dynamic Gather uses the cached producer and value-info entry, retaining the Cast type and output-name checks because an earlier handler can rename that output. The execution regression fails if the output-name check is removed; all 142 standalone conversion tests pass. For 512 private Reshape controls, 4,096 unrelated initializers and a retained 64 MiB payload, one sequential Windows CPU comparison decreased from 0.434361 seconds to 0.026533 seconds. Sampled extra peak RSS was 4.0234 and 6.7773 MiB respectively (2 ms polling). Complete graph hashes, checked CPU values and payload bytes/identity match. This is a single sample, not a throughput guarantee.
The shared-initializer guard now applies ownership restrictions to the three handlers that mutate initializer dimensions in place. Handlers that create private controls can convert shared or publicly exposed fixed targets; runtime-overridable defaults remain protected. Both shared-Reshape regressions fail before the fix and now pass; all 144 focused compatibility cases pass.
Shared-owner checks now cover only initializer inputs whose dimensions the selected handler can change. Shared scalar constants, axis-operation controls and dequantization scale/zero-point controls remain unchanged while data tensors convert. Public runtime-default protection still applies to every input. Exact CPU regressions verify conversion, retained initializer ownership and payloads; all 150 module cases pass.
Testing
Windows CPU: 2049 passed in 360.69 seconds across the complete restacked graph-surgery and compatibility suite with Python 3.11.18, ONNX 1.23.2 and ONNX Runtime 1.22.0. The public DLA API uses direct ONNX saving; existing initializer conversion and unrelated surgeries are preserved. Commits are signed and all commit hooks pass with the equivalent Linux mypy platform setting. GPU execution, DLA compilation and the complete Linux suite were not run locally.

Skip 5D Transposes with no singleton dimension.
For an otherwise eligible 5D Transpose with a known input shape and explicit perm, the orchestrator skips neither the node nor its no-singleton shape. _handle_transpose then raises ValueError at .index(1), and _apply_convert_ops_to_4d does not catch it. Add a guard before modifying attr.ints. The index expression selects the rightmost singleton in output order, not the leftmost.

@mgohil-png Verified by source inspection. _handle_transpose now skips five-dimensional inputs without a singleton before modifying the node. The comment correctly identifies the rightmost singleton.
The tests check byte preservation and numerical output for the unsupported shape. The supported singleton case retains numerical parity coverage. I did not run the tests.

Usage
Testing

The public DLA API uses direct ONNX saving; existing initializer conversion and unrelated surgeries are preserved.
